Knowledge and designs

Choice: canon owns all docs, knowledge and architecture (.context/wiki/: surfaces, decisions, concepts; features/ for RFC/PRD). Babul owns only the designs (.context/designs/). "Babul takes all the design knowledge" means Babul reads and follows the design knowledge canon already holds. No Markdown docs inside designs/. New Babul design rules go into canon-cli only after the experiment ends and the owner approves.

Why: moving notes into designs/notes/ created a second knowledge store, which canon's existing types (surface, decision, concept) already covered.

Rejected: designs/notes/ · editing canon-cli's design-sets standard to allow notes beside the HTML.
