CA marketplace

Choice:

• Three platform-locked categories: Consultation · ITR Filing · Notice & Defence (ca-category-consultation, ca-category-itr-filing, ca-category-notice-defence). Each CA picks categories and sets their own price; no floors or ceilings.
• 90% to the CA, 10% platform fee, 10% §194J TDS on the CA's share (marketplace-economics). The user pays the CA's stated price; the fee is not added on top.
• CA onboarding is 4 steps (Consent, You, Business, Pending). Bank account and prices are set in the portal after approval, and a CA cannot accept work until both are set.
• All CA routes live under /ca/*; the CA portal is /ca/portal/*.
• Not built: in-place consultation upgrade (an upgrade is a new booking) and bulk actions on the CA clients list. Neither has a spec.

Why: CA prices vary widely by service and city. 10% covers payments, infra and disputes; 25% was uncompetitive. Bank and price are not approval signals, so asking for them later lets admins decide faster.
