Why it is drawn this way

The red banner is conditional: shown for priority URGENT or category EMERGENCY. The share icon hands title and body to the OS share sheet.

It finds the notice by loading the first hundred for the society and searching them, so a notice beyond the hundredth shows the not-found card — the empty state.

The header may not render. It is declared with Stack.Screen under a root Slot.
