Decision

Application code lives in this repo beside .context/, in a Turborepo monorepo: apps/web (Next.js), apps/mobile (Expo) and packages/*. This records what happened; it does not decide whether Phase 0 is running, done or skipped.

Why

Code was written before any recorded Phase 0 exit: apps/web has the buyer map, the seller wizard and the admin screens on in-memory seed data, and apps/mobile is an Expo scaffold. No Firebase, EAS, RevenueCat or AdMob work has started. Nothing in the repo says the concierge began or its exit criteria passed (feature 0001 is still planned). The owner has not said which it is (tasks.md T002).

Impact

• The two old decisions no longer describe the repo. Their Decision text is unchanged.
• Stage 2 of the build pipeline (Expo scaffold with Firebase and RevenueCat) is not done and waits for the design review.
• Whether to stop app work or declare Phase 0 skipped is still the founder's call; if skipped, write a new decision.

Status

Active. Supersedes 2026-06-07-no-code-until-phase-0-exits, 2026-06-08-folder-structure-property-app.
