Why it is drawn this way

The toolbar switches them; the inspector says which viewport and state are showing.

Empty shows the gap: KpiTile has no Empty state on main, so the tiles are drawn as a hole. The draft fills it.

Tablet is not drawn; it sits between Mobile and Website.
