Why it is drawn this way

It is Users with one row added on top. Inviting is something done to the list, so the list stays in view.

Two choices, each with its cost beside it: Can edit uses a seat, Can view is free. There is one owner, so Owner is not offered.

Send invite leads to invite, the page the person invited sees. Cancel goes back to users.
