Why it is drawn this way

The change list, one line per thing. The demo is v1.5 KpiTile empty state, from kpi-empty-state, Ritesh, today, Match score 94: KpiTile gains Empty, /dashboard shows it when there are no documents, and warn goes #D97706 → #B45309.
