SURFACE.MOBILE.RECURRING.NEWSummary
A new rule — the add screen with a schedule bolted on.

Why it is drawn this way
Deliberately the add screen plus a schedule, not a second way to describe an expense. Same category guess, same picker row, same split sheet, same refusal to save a split that does not add up. The only new decision is WHEN — and a second vocabulary for "who is this with" would be a second thing to learn for no gain.
Nothing is added today, and the screen says so. Recurring is the one feature where people reasonably fear they have just created something they cannot see, so it states what the first expense will be and on what date.
The anchor resets when the frequency changes. 2 means Tuesday weekly and the 2nd monthly; carrying it across is a silent change of meaning, and a "Tuesday" rule quietly becoming "the 2nd" is the sort of thing nobody notices until rent is late.
A month without a 31st uses its last day, rather than skipping — silently skipping a month is how a rent expense goes missing. The note appears only when the anchor is past the 28th.
People are not offered as a target, only groups. A pair is created at SAVE time by an expense, and a rule that made one would leave an empty group behind for the other person to find.
Save is in the header here, not a footer. This screen has no amount-first keyboard race to win and its content is short; the footer pattern on add exists because that screen scrolls past the fold.
