V1 ships the website only. Mobile (apps/mobile) stays in the repo as a Phase-8 design reference but is not a launch gate.

Why

Web-first halves V1 scope. Mobile parity is not a launch gate.

Impact

• ROADMAP Phase 1–7 are web; Phase 8 is mobile.
• SPEC swaps "mobile is canonical spec" for "V1 ships website only".
• apps/mobile stays in the repo as a Phase-8 design reference.
• Supersedes the earlier (undated) "Mobile wireframes are the canonical spec" rule recorded in the .context/wiki/decisions/* traceability stubs.
• Affects pillar-dashboard, pillar-tax, pillar-inbox, pillar-expense, pillar-portfolio (all pillar canonical surfaces are web in V1).
