Inbox confirm flow split into two separate screens

Decision

Split the Inbox confirm flow into two distinct screens: inbox-confirm-ais.html for AIS income-code yes/no confirm, and inbox-confirm-doc.html for document field-level confirm with cross-doc conflict resolution.

Why

The two flows have different UX and data models; a single screen was showing two completely different interactions under the same filename.

Impact

• inbox-confirm-ais.html handles AIS income-code yes/no confirm.
• inbox-confirm-doc.html handles document field-level confirm with cross-doc conflict resolution.
• Both exist on mobile and website.
• .context/wiki/surfaces/* updated to reflect the two-row split.
