Onboarding has two counted steps: Consent and Plan

Decision

Onboarding after verification has two counted steps: (1) Consent and personal information on one screen, (2) Plan. An optional broker-connect screen and the CA onboarding steps follow, uncounted.

Why

Personal details and DPDP consent were merged onto one two-column screen so the flow fits one viewport. The broker nudge is not numbered so it never reads as blocking (2026-09-01-onboarding-broker-nudge).

Impact

• onboarding-consent is step 1 of 2; the plan screen is step 2.
• onboarding/brokers/page.tsx shows "Optional" and avoids "Step 3 of 2".
• The household name is still optional and is set on the consent screen when the user picks Pro Family.
• Affects tier-free and tier-pro-family.

Status

Active. Replaces 2026-05-31-onboarding-three-steps.
