Refund window is 14 days from unlock, with no export gate

Decision

An AY unlock is refundable for 14 days from payment verification. The old "or until the first CA-handoff PDF export" gate is gone.

Why

2026-07-28-remove-ca-handoff-surface deleted the export, so nothing can consume the window early. requestRefund auto-approves inside 14 days of verified_at and sends later requests to admin review.

Impact

• apps/functions/src/subscription/refund.ts — 14-day window from verified_at; no export check.
• quotas.ts refund_window_days: 14; REFUND_WINDOW_PITCH reads "Refundable for 14 days from unlock." (apps/mobile/src/config/refund.ts, copy-strings.ts).
• exports_downloaded stays as an inert schema field.
• CA consults use a separate window: CA_REFUND_WINDOW_MS (7 days).
• Affects copy-strings and pricing-upgrade-topups.

Status

Active. Replaces 2026-06-14-refund-window-14-days.
