Source of truth is the wiki, not six root files

Decision

The six root files (SPEC, CATALOG, SCREENS, FLOWS, ROADMAP, DECISIONS) no longer exist. Their content lives in .context/wiki/ (entities, surfaces, flows, decisions) and .context/features/index.md. CLAUDE.md and .claude/rules/source-of-truth.md still require reading the wiki before a non-trivial change.

Why

One folder with a schema and lint is easier to keep true than six loose files. The original goal, stopping decisions from leaking into chat, is kept by logging every decision as an ADR.

Impact

• Decisions go to wiki/decisions/ via /decision.
• Raw wireframes stay in .context/designs/.
• Layout and rules: architecture-rules and scope-discipline.

Status

Active. Replaces 2026-05-30-pdlc-scaffold-adopted.
