Why it is drawn this way

Approvals come first and only when there are any. A red-edged "Pending Approvals" card sits above everything else; it is absent when nothing is waiting.

Four states are real here. locked: a PENDING_APPROVAL member sees one yellow card in place of the whole screen. offline: a red strip across the top. loading: skeleton cards. error: an error boundary's two lines, not drawn.

Visitor rows print the raw status (PENDING, APPROVED), not the label the badge elsewhere uses. Drawn as coded.
