Why it is drawn this way

It changes the request scope, not just a label: unit, society and membership headers all move. See society-scope.

Drawn over the resident's home. The admin's header carries the same pill and opens the same sheet; on the admin screens the pill is drawn inert so one drawing is not claimed by two apps.

"Add another Flat/House" re-enters onboarding at the city step.
