Why it is drawn this way

Manage expands a row in place. One is drawn open.

Two org roles: owner and staff. The roadmap text still lists four. The schema is the fact. See roles.

Only an owner can add, re-role or remove others. Anyone can remove themselves.

The empty state draws the create form open. It is the only place that form is drawn.

Every account starts with one organization, so the empty state needs a user who left theirs.
