The roadmap text is behind the schema. FEAT-0008 task 6.1 lists four org roles (OWNER/ADMIN/INSTRUCTOR/STUDENT). The schema has two. Teaching and learning moved to the course role.
VIEWER is kept and unused. FEAT-0007 recommends dropping it; the members page still offers it.
