Why it is drawn this way

The whole page is static. No query, no mutation, no handler. The empty state, the three cards and the amber notice are all literal text.

The cards are not links. Authentication Policies, Rate Limiting and IP Whitelisting are plain Cards. Nothing on the page navigates.

Two "coming soon" messages. The EmptyState title and the amber card say it twice, with different feature lists. Both are drawn as written.

No states. With no data there is no loading, empty or error variant to draw.
