SURFACE.WEB.DELTAS.NEW-DELTA

Summary

The Start a new change modal, over the delta list.

Raw wireframe

Why it is drawn this way

Converted, not redrawn. The prototype rendered this page at runtime from JSON. This is that render for the Norrland tenant, made static on 2026-10-04. See converted-design-set.

Start goes to Signals. The modal's own footer says so: pin the motivating signal first. The prototype's button only closed the modal.
