Why it is drawn this way

Same row, different answer. The avatars ARE the group and the label is its name — nothing about the control changes between the three targets, which is the point of a picker row over a chip scroller.

The currency follows the GROUP, not the home setting. A trip abroad and a flat in Bangalore are different currencies for the same person, and the minor-unit exponent differs — parsing "1000" as rupees in a yen group would be a hundredfold error. See money-in-minor-units.

Switching group starts the draft again rather than repairing it. Different people, and a payer who may not be among them; a half-migrated split is worse than the default one.

Saving lands on the group, which is where the expense now lives.
