Why it is drawn this way
The quota sits in the header, always. A metered feature that hides its meter is how you get the billing complaints Cal AI got — see metering.
The quota chip is a button only when it is spent. It used to be pressable at every count with the navigation guarded inside, so on the nine plates out of ten that still have scans left it answered a touch with nothing — and announced itself as a button to a screen reader while doing it. At zero it opens quota; above zero it is a label.
There is no separate camera-at-zero wireframe, because the screen at zero differs from this one in a single digit. The shutter is not blocked either: a stale count must not stop a photo, and the server refuses an over-quota scan on its own, landing on quota.
One tap to capture, and the guide text teaches the framing that makes estimates better.
"Photo already taken" sits beside flash, not in the bottom row. Four slots in the bottom row push the shutter visibly off centre, and a dead-centre shutter is the one thing a camera screen must not get wrong.
